The decision notice granting approval for the Caravan park was issued on 31 May 2012. The site owner subsequently went on site and put up a newt barrier, which is required as part of the newt mitigation requirements. I notified SCDC at the weekend that this work had taken place.
However, the site owner has gone further, and today started further unauthorised works on the site without the pre-commencement conditions being discharged. I notified SCDC and officers went out on the site to investigate and stop the works.

Dear Cllr Hawkins,
Further to my colleagues email below, I can confirm that a site visit has been completed today and that the following unauthorised works have been undertaken –
1. A new access was being developed onto St Neots Road.
2.The roadway onto the site was being created.
The works have commenced prior to the pre-commencement conditions being discharged and are therefore in breach of planning controls. The Council has requested that works cease onsite today and Mr O’Conner has agreed that no further development will commence until the pre-commencement conditions have been formally discharged.
I will visit the site tomorrow morning to ensure that the Council’s request has been complied with and will continually monitor the site, should any further development continue for example any hard-core be deposited onsite, the Authority will re-visit the need for further enforcement action.

We find ourselves in an unfortunate situation where the site owner is already in breach of planning controls. Not an auspicious beginning, but then not surprising either. The response from SCDC has been swift, and we can only hope that the enforcement will be rigorous.
If anyone sees any further works being carried out, please call South Cambridgeshire District Council immediately on 03450 450 500 and ask for the Enforcement Team.
